What is an enclosed light fixture?
i have a bathroom light that is surrounded by a glass dome but it has little tiny vents in the top so is this an enclosed fixture? and can i put energy saving bulbs in it? thanks

Yes, that would be an enclosed fixture. You can put energy saving bulbs in them, but if they are not rated for enclosed fixtures will have reduced lifespans, but will still last longer than incandescents.
-Any light bulb could potentially set on fire if something shorted. But no, in terms of the enclosed rating on CFL or LED bulbs it is referring to the operating temperature of the electronics inside the bulb base. They will generate heat, not burning hot heat, but enough heat to prematurely damage the transistors and cause bulb failure. Open rated bulbs need free flowing air to cool the circuitry.
