What is the difference between power cable and Control cable ?

Whether 600/1000V , 3 core 4mm2 cable can be used for both applications?

Generally power cable has higher current and voltage ratings. Control cable is meant for signals, in the region of less than one amp and 40V. Control cable is often in twisted pairs and may have some sort of shielding to reduce interference, whereas power cables are configured to suit the power supply, e.g. active neutral and safety ground. The colours will be appropriate for the local regulations, and the ratings likely 600V and 10A or more for a 230V region.

  600/1000V is the insulation strength of cable(meaning is you can connect max 1000V). you can use 4 mm2 cable for both(usually not recommended due to cost, application and no of cores etc). I heard and used such cables as pilot wires(used to connect the CTs to relays) since it has low resistivity. I hope in this case it is control cable(conducting current signal).

  Usually control cables are small because current is small, like 14 to 22 awg wire. Many control panels are limited in space and connectors are designed for specific size wire.

  power cable used to supply power so 4mm2 will be a power cable
  control cables are much smaller in size and have more cores to connect
  for signal connection
